An exciting opportunity has arisen to join Royal Mail as USO Project Manager.

 

In this position you'll project manage Commercial business case and subsequent deployment of the USO changes within an ambitious timescale. Working collaboratively with Retail, Wholesale and senior stakeholders across Commercial, Operations and professional functions to align internal thinking and requirements to deliver the agreed changes to service. 

 

The universal service obligation for post is the legal requirement for Royal Mail to deliver to the United Kingdom’s 32 million addresses six days a week. Letter volumes have declined from 20bn at their peak in 2005 to 7bn last year. As currently structured it is now unsustainable. Whilst it remains a vital part of life in the UK, a means of communication used and relied on by millions of people and businesses, and an important part of how society connects in every corner of the country, urgent modernisation is required. Ofcom recognise “reform is necessary to secure its long-term future”.
 
Royal Mail has proposed to realign the USO to meet reasonable users’ needs, protecting what customers value and expanding and modernise the USO for the digital age by introducing greater reliability and greater choice. The reform is intended to address the significant net cost of providing the USO to the UK by reducing the net cost by up to £300m per year.

 

About the role

 

  • You'll execute the project management process from PSU to completion of the USO Reform project to ensure delivery, in line with RMG’s business standards and project management governance including  project control, risk management, change management, issue resolution, progress reporting, project documentation & administration, and quality reviews.

 

  • You'll be responsible for forming and managing effective relationships with business stakeholders and matrix management of business resources in support of delivery of the project where appropriate. Manage, engage, communicate and consult with both internal and external programme stakeholders.
  • You'll be accountable for Commercial-related PSU deliverables e.g. scoping requirements and input for Retail Mail products  into the Business Case and any subsequent requests for investment.
  • You'll run the management of suppliers and project teams (including due diligence on supplier capabilities relative to requirements), to deliver the specified requirements within RMG policies to the required timelines,  budget and quality standards.
  • You'll manage risks & contingency, escalating major risks & proposing possible solutions to Head of Product and USO Reform Programme team where necessary.
  • You'll oversee the future deployment plan of USO Reform for Retail Mail products. 
  • You'll plan and monitor the USO Reform execution project for Retail Mail products; agree plans with the Sponsors / Steering Board and submit regular status reports indicating any deviations and corrective measures.
  • You'll facilitate testing signoff by users and transitioning into on-going service and project closure.
  • You'll co-ordinate communication as agreed in the Communication Plan with the USO Commercial Programme Manager and the Head of Retail Mail Products. 

 

About You

 

  • Experience and proven ability in managing the end-to-end delivery of large, complex, cross-functional programmes and projects
  • Working knowledge of managing constrained programme plans and identifying & managing critical paths
  • Excellent stakeholder management skills with significant experience of dealing with internal, external and third- party supplier senior level decision makers
  • Proven experience of empowering, enabling, supporting & motivating programme and project teams with the ability to influence cross-functional teams without formal authority
  • Highly organized approach, ability to manage multiple activities, be resilient and able to produce high quality outputs in a pressurised environment
  • Excellent analytical and problem-solving capabilities with a high degree of accuracy and attention to detail
  • High level of literacy and numeracy
  • Flexible and adaptable with the ability to deal with ambiguity
  • Excellent knowledge of MS PowerPoint, Excel and Word
  • A recognised programme / project management certification
